The Children Thrive Action Network along with 190 national and state organizations submitted the following public comment to the Department of Homeland Security in response to the Notice of Proposed Rulemaking (NPRM) on public charge published in the Federal Register on November 19, 2025. The proposed rule would harm children, including U.S. citizen children, by increasing poverty, food insecurity, and poor health outcomes, while also undermining long-term economic stability. We urge DHS to withdraw proposed regulation in its entirety and to maintain the 2022 regulations currently in effect.
